Trump Promised Every Adult $5,000. That’s $1.35 Trillion, and the Tariff Money Is Being Refunded.

Trump says Republicans will send every American adult $5,000 if they win the House and Senate in November. I did the math so he didn’t have to.

The U.S. has roughly 270 million adults. Multiply that by $5,000 and you get about $1.35 trillion. The plan is supposedly paid for with tariffs, which is where it gets fun. According to Penn Wharton’s budget model, all the new tariffs together brought in about $298.5 billion between January 2025 and July 2026. Then the Supreme Court ruled 6-3 in February that the biggest chunk of them, the ones imposed under an emergency-powers law, were never legal in the first place. About $166 billion was collected under that law, and roughly $107 billion of it has already been certified for refunds. So the piggy bank he wants to crack open is smaller than the check he’s writing, and part of it is going back to the importers who paid it.

He repeated the pledge on Truth Social on October 3. Still no bill and no timeline. Just a number and a condition.

That condition is the part people are arguing about. Glenn Kirschner, a former federal prosecutor, says offering money to influence how people vote is a federal crime under 18 U.S.C. ยง 597. Constitutional scholar Erwin Chemerinsky says it probably isn’t, because the offer goes to all adults rather than only Republican voters and looks like an ordinary campaign pledge. I’m not a lawyer, so I’ll stay out of that fight. Whether it’s illegal or merely sleazy, nobody should call it a policy.

Here’s what I find more interesting. An Economist/YouGov poll found 61% of likely voters think he probably or definitely won’t deliver it. Another poll from Verasight found 33% said the promise made them less likely to vote Republican, against 15% more likely. So the people it’s aimed at don’t seem to be buying it. I’d rather not insult tens of millions of voters over this. It’s the pitch that’s insulting, not the audience.

Which brings me to the receipts. PolitiFact has been tracking Trump’s 2024 promises, and its tally has 15 kept, 31 in the works, 22 stalled, 4 broken and 3 compromised. That’s about 20% kept. Trump has claimed he delivered on every single promise. He did not.

Start with prices, the whole reason a lot of people voted for him. He said prices would come down. PolitiFact says overall prices are up about 4.7% since January 2025, groceries about 3.4%, electricity more than 8%, and gasoline 41%. His claim that prices are “all coming down now” got a Mostly False.

The Russia-Ukraine war was supposed to end within 24 hours. PolitiFact rates that Promise Broken, and the war is still going. Ending birthright citizenship? The Supreme Court shot that down 5-4 on June 30, and PolitiFact rates it Promise Broken too. The 60% tariff on China is stalled in the courts, and so are the voter ID requirement and counting every ballot by election night.

Now the fair part, because a scorecard that only lists failures is just a rant. He did get some things done. Illegal border crossings are at historic lows, though agents still made 8,870 apprehensions in August alone, so “zero” is a stretch. He pardoned the January 6 defendants. He passed tax cuts. He kept TikTok alive through a U.S. venture deal. You can love or hate any of those, but they happened. Deportations and the border wall are still labeled in the works, which is not the same as done and not the same as a lie.

That’s why the $5,000 promise bugs me so much. Most of the stuff above is a politician overpromising on something he could at least try to do. This is different. There’s no bill behind it, the money it leans on is being handed back, and it only pays out if you hand him both chambers of Congress first. I don’t care what party you are. A check with no math and a condition stapled to it isn’t a policy. It’s a campaign ad shaped like a bribe, and his track record is the receipt.

My two cents: believe the check when you can cash it.
